For you to be able to publish your event, you have to create at least one public ticket.
To create a ticket for your event, go to your Event Dashboard > Setup > Tickets > Add Ticket. On the old event dashboard, simply click on the Tickets tab.
Tip: If you’d like to have only private tickets for your event, you can create one public ticket > publish your event > immediately delete the public ticket and your event will not be negatively affected.
